The Newton-Paulet strategy aims at providing capacity-enhancement in science and innovation policies in Peru to deliver significant science and innovation outputs by 2021.
Expertise is sought from service providers delivering capacity-building services within the research and innovation sectors.
The design and implementation of a comprehensive methodology will generate a concrete and sustainable path to be followed by the government for the next 3 to 4 years to build tailor-made solutions to development challenges based on local resources.
Involvement of all key stakeholders at all levels and sectors will be crucial to guarantee the early adoption of this methodology as evidence to support territorial strategies and policies.
This Request for Proposals (RFP) seeks consultants to support CONCYTEC (Consejo Nacional de Ciencia, Tecnología e Innovación Tecnológica) in:
i. Designing a methodology to measure the gap in highly-qualified human capital for prioritised sectors in Peruvian regions
ii. Developing a pilot experience in a region, in order to respond to the industrial territorial agenda with an equitable decentralised strategy
