Future City Game in Obninsk

The Future City Game in Obninsk city as model of the energy effective city was run on 13th July, 2011 as part of the International Innovation Forum “Energy efficiency and safety” held near from Obninsk in the framework of the summer camp for young professionals in energy sector and supported by Ministry of Energy of Russian Federation, ROSATOM, International Association of Young Nuclear Power Engineers as well as International association for corporate education (MAKO). MAKO which purchased the 1 year Future City Game licence was the organizer of the game and some other educational programs in the summer camp.
Obninsk (Russian: О́бнинск) is a city in Kaluga region, Russia, located 100 kilometres southwest from Moscow. It is one of the major Russian science cities, which is home for twelve scientific research institutes of nuclear power engineering, nuclear methods and radiation technology, meteorology, ecology and environmental protection.
The aim of the game was to generate ideas on how to transform Obninsk (so called “city with limited access) into the city with environmentally friendly infrastructure for inhabitants, businesses and entertainment. According to the instructions set by game’s methodology, the organizers of the game formed 8 teams, representing the following sectors:

  • housing
  • office
  • public buildings and public spaces
  • culture and arts
  • education
  • environment
  • public transport
  • enterprises

We are happy to present the ideas worked out by the Future City Game participants.

Winning idea

Okkama centre
The authors of the idea offer to build the centre which would include both physical infrastructure and mental resources needed for the “green” thinking of the XXI century. Okkama centre would include all the necessary services needed for the inhabitants, at the same time it will be a new approach on how to educate the society and encourage it for the “green” thinking and acting. The name of the project comes from “Occam's Razor” which means that “Entities should not be multiplied unnecessarily”.

Other ideas

Smart office

The team offers to build energy-efficient office complexes because of the large number of small innovative enterprises in the city, lack of the territory for construction and limited amount of energy in a fast-growing industrial area. The project will offer an efficient use of limited urban area, will solve issues of limited energy resources and will form the more attractive environment for new innovative start-ups.

Smart city

The aim of the project is to create a positive image of the programs on energy efficiency in the city, forming the new generation’s understanding of the rational use of energy as a lifestyle. The activities would include the installation of energy accumulation elements like dance floor, elements on roads, railways, shopping mall, fitness centres, kinder gardens, public squares, parks etc.
Educational transformer “Kinder garden – school – university” The complex consists of four buildings connected by a common room (kinder garden – school – university – connecting corridor), which can be used as a communal kitchen, dining room, a gym with a swimming pool, assembly hall. The complex is environmental friendly, it is built according to the green technologies. Working as an educational centre, it will accumulate the social energy associated with communication with kids, teenagers and adults.
Energy development – science of the peace atom Version of the integrated solution – building near Obninsk nuclear power plant of small capacity (100 MW) with reactor facilities designed not only to generate energy, but also for the scientific research. Potential benefits: creation a national network of small capacity nuclear power plants – ROSATOM project (minimal risks for co-investor); the possibility of associated businesses: heat selling research and development, educational tourism,  reduced tariffs for consumers in Obninsk, sale of surplus electricity to the third partners, more working places etc.

Green Roof

The project will help to reduce heat loss and the cost of heating buildings in winter. A green roof is a key component of the energy-efficient homes being protected from weather and climate impacts, “green” roofs last several times longer than normal ones; it's easy to cover the increased initial cost of planting.

Skyline Dynamic Tower

The idea is to build an energy efficient tower with the following technical parameters: power 0.3MW wind turbines (48 turbines hidden low-noise between floors), total power: 1200MW/h, the height of 420m, 80 floors. Energy production up to 5 times more than consumption, using wind, solar, hydro and geothermal energy.
“ОБНИми” („Embrace”) transport company The authors of the idea offer to reorganize the bus park in Obninsk City. The long-distance routes would be developed, the service centres would be established on the routes together with the gas stations, bus wash for drivers and renting places on the bus.

What’s next?

The personal contacts were created among members and representative of city administration in each team.
The representatives of the Customer admitted that during the game the Customer has received approx. 45 formulated ideas, 8 of them included more detailed information on the formulated challenge, solution, elements of creativeness and innovation as well as very initial implementation model. This information will be used as recommendations for Obninsk City administration for use in development planning processes in Obninsk city.
The Mayor of Obninsk City confirmed the plans of administration to look through all developed ideas and put efforts into the development of the most realistic and interesting for the area and its residents as well as local businesses and “green” economy.
