Celebrating exceptional global citizens of tomorrow from today's TNE achievers

Hong Kong has proven to be one of the UK’s most successful transnational education markets, enrolling 24,000 students in over 700 UK qualifications in 2009-2010.  To encourage the role of TNE provides in widening access to higher education in Hong Kong, the British Council, with support from The Federation for Continuing Education in Tertiary Institutions, is proud to launch the TNE Student Awards (TSAs) for 2012.

The scheme acknowledges the importance of TNE and recognises how it contributes to academic achievement, skills development and global citizenship amongst young people in Hong Kong.  And through the scheme, participating institutions will benefit from raising the profile of their TNE provision with prospective students, employers, institutional partners and other key stakeholders.

BENEFITS OF PARTICIPATION

By participating in the TSAs, your institution can benefit from:

• Establishing a memorable connection between your home institution and your student body abroad
• Collecting compelling success stories
• Reaching to stakeholders such as employers and potential education partners
• Identifying exemplary students and future alumni
• Prestige for institutions producing award-winning students
• National media and promotion opportunities

Institutions may offer special named awards for their own students under the scheme if they are able to fund the travel and accommodation. Example: “The University of X TNE Student Awards”.

The awards provide a specific platform from which students can share their TNE and UK education experience. Your local partner will also be involved. Because of this, the awards may offer learning outcomes for TNE providers to improve the student experience.

Student winners will receive:

• Return air flights to the UK
• Accommodation of up to three months
• Attendance to a course / module at your home UK university
• Certificate of Award from the British Council

ELIGIBILITY

Eligibility for institute participation

Institutions of programmes that comply with the following requirements are eligible to participate:

• The UK awarding institutions must be a listed body or recognised body as recognised by the Department of Business, Innovation and Skills
• The programme must be regulated under the Non-local Higher and Professional Education (Regulation) Ordinance of Hong Kong
• The programme must lead to a UK undergraduate degree qualification and may include top-up degree programmes.

Participating institutions currently include:

• Caritas Institute of Higher Education – Centre for Advanced and Professional Studies
• Edinburgh Napier University
• Open University Hong Kong – LiPACE
• Sheffield Hallam University
• Sun Wah PearL
• University of Central Lancashire
• University of Hong Kong – SPACE, Centre of International Degree Programmes
• University of London, International Programmes
• University of Sunderland

Student eligibility

1. Applicants of current full or part time students on an undergraduate programme* delivered in Hong Kong and leading to a UK degree award offered by one of the participating institutions
2. Hong Kong Permanent Residents
3. Residing in Hong Kong at the time of application
4. Applicants should have a good academic track record and be expecting at least second class honours in their degree.

*In Hong Kong, TNE courses must be regulated under the Non-local Higher and Professional Education (Regulation) Ordinance.

PARTICIPATION REQUIREMENTS

In addition to the eligibility requirements, participating institutions will be required to sign an agreement to provide the following:

1. Market promotion distribution to potential TNE candidates in Hong Kong
2. Nomination of UK and Hong Kong contact persons for coordination
3. Permission for use of institution logos when necessary

In the instance where the winners are from your TNE programmes, we will require the following support:

1. Assistance is seeking and selecting appropriate student accommodation
2. Securing attendance of a study course on a UK home campus*
3. Administrative, pastoral and welfare support for the student
4. Full student access to campus facilities and services
5. Daily stipend (optional)

Institutions may offer special named awards for their own students under the scheme if they are able to fund the travel and accommodation. Example: “The University of X TNE Student Awards”.

* We suggest offering a choice of attending credit bearing courses between one to three months during semester; or appropriate short / summer courses or internships.

STUDENT ASSESSMENT

Successful applicants will be TNE students who demonstrate sound academic performance or improvement through transnational education and their development towards global citizenship including through their course and extra-curricular activities.

Students entering TNE programmes will have progressed from a variety of pathways, so the awards aim to identify students with high academic achievement, or who have made substantial progress during their TNE course, regardless of where they may have progressed from.

Assessment will be based on the following submissions:

Stage one

Student application form
• This includes an essay of up to 600 words describing one or more activities demonstrating their academic performance and development towards global citizenship. This may include a reflection on an activity within their course, or extra curricular activities.
• At least one academic reference letter

Stage two

• 10-minute presentation followed by 10-minute interview

Shortlisted applicants at Stage two will be asked to present on the following areas, referring to their most recent academic and extra curricular activities/achievements:

• How has UK transnational education improved your future prospects?
• How have you played an active role in your community and social environment?
• What are your aspirations to contribute as a global citizen?
• How will your academic discipline / field of study help you address global and civic challenges of tomorrow?

Applicants will be given prior guidance material on how judges will assess global citizenship under the following dimensions:

• Social responsibility
• Global competence – self-awareness, intercultural communication, global knowledge
• Civic engagement – involvement in civic organisations/causes, political voice, global civic activism

Applicants are NOT expected to present or excel in all areas.

Stage two judging panels will consist of at least one representative from the British Council, The Federation for Continuing Education in Tertiary Institutions and one other stakeholder.

There will be a limit of five applications per course per cohort and applications must be submitted in consultation with course tutors.

27th October 2011– Official launch of TNE Student Awards
6th February 2012 – Student application submission deadline
16th February 2012– Applications shortlisted and invited to interview/presentation stage
23rd to 29th February 2012 – Interview and presentation stage
5th March 2012– TNE Student Award winners decided

THE ROLE OF THE BRITISH COUNCIL HONG KONG

Our role will be to administer and promote the TSAs, with the support of the FCE.  Responsibilities include:

• Coordinating events such as interview panel sessions and certificate award ceremony
• Marketing of TSAs
• Distribution of funding
• Receiving and collating student applications
• Liaising with student applicants and participating organisations
• Ensuring a fair selection process has been applied

The British Council has secured funding for accommodation and return flights and will endeavor to secure additional funding from other sponsors.

ABOUT THE FEDERATION FOR CONTINUING EDUCATION IN TERTIARY INSTITUTIONS

The Federation for Continuing Education in Tertiary Institutions (FCE) was established in 1994 to promote lifelong learning in Hong Kong. Its current membership consists of fourteen institutions— the continuing and professional education (CPE) units of the eight local universities and six other major providers of CPE programmes in Hong Kong. The very task of the Federation is to facilitate lifelong learning. All member institutions of the Federation have committed to this common cause of investing in people through the provision of continuing education.

FCE members have an excellent track record in collaborating with non-local higher education institutions to launch quality tertiary education programmes in Hong Kong. As of September 2011, FCE members offer a total of 783 non-local courses, representing 68.6 per cent of all non-local courses registered with the EDB. Most of the non-local courses being offered by FCE members are courses exempted from external quality assurance.  The courses they offer (706), represent 97.2 per cent of all exempted courses available.

To promote lifelong learning, members of the FCE make every effort to facilitate the implementation of the Continuing Education Fund (CEF) introduced by the Government in 2002. At the end of September 2011, the FCE member institutions provided about 5,418 courses listed in the CEF Scheme, being 73 per cent of the total number (7,392) of CEF reimbursable courses available.”
