早在九十年代初我们就开始和中国劳动和社会保障部合作，共同致力于将英国国家职业资格(NVQs)的成功之处引进中国，在中国建立一套新的国家职业资格制度。 在与劳动和社会保障部职业技能鉴定中心（成立于1994年）的密切合作下，英国的国家职业资格在不同的科目和不同的领域被广泛介绍到中国。 自从1995年：
