Action 3 of the Youth in Action programme aims to promote dialogue, mutual tolerance, intercultural awareness and solidarity beyond the borders of the European Union (EU).

Action 3.1 Cooperation with neighbouring countries of the EU
This sub-action promotes youth exchanges and training and networking projects in the youth field, supporting projects involving young people and those working with young people from neighbouring partner countries of the European Union and in the following regions:

South East Europe: Albania Bosnia and Herzegovina Croatia Former Yugoslav Republic of Macedonia Montenegro Serbia

Eastern Europe and Caucasus: Armenia Azerbaijan Georgia Moldova Russian Federation Ukraine

Mediterranean Partner Countries: Algeria Egypt Israel Jordan Lebanon Morocco Palestinian Authority of the West Bank and Gaza Strip Syria Tunisia

Applications under Action 3.1 must be submitted to a Programme Country National Agency. Exceptions include applications by promoters established in South East Europe (SEE) and where the activity takes place in SEE; or applications by bodies active at a European level in the youth field, where applications should be submitted to the Executive Agency (for more information please visit: http://eacea.cec.eu.int).

Applicants with projects taking place in a Programme Country should submit their application form to the National Agency of that Programme Country.

The Youth in Action programme does not support projects taking place in Mediterranean Partner Countries. Thus Mediterranean Partner Countries can only participate in projects taking place in a Programme Country or another region.
