DelPHE-Iraq supports partnerships between Iraqi higher education institutions and those in other countries. Projects can involve a number of different departments and institutions.
Higher Education Institutions (HEIs) from Iraq in partnership with one or more HEIs from another country are eligible to apply for funding. HEIs include universities, research institutes, medical institutions and other specialised agencies supporting advanced education and skills development.
Proposals should be jointly written and initiatives should be driven by the needs of the Iraqi HEI.
During the first round of funding DelPHE-Iraq will create academic partnerships. Rounds two and three will also provide professional development opportunities for university professionals and managers, as well as Ministry of Higher Education, Science and Research (MoHESR) personnel. Partnerships may be one to one (HEI to HEI) or involve several HEIs.
Proposals must be driven by the needs of Iraq and focus on enhancing the quality of HE teaching, learning and research. They should also seek to improve the gender balance within the Iraqi HE sector and should demonstrate how they will contribute to increasing the participation and representation of Iraqi women in higher education.
DelPHE-Iraq will support projects that focus upon:
- The training and retraining of university staff to an international standard
- Developing and modernising the curriculum
- Changing the balance of higher education from pedagogy to student-centred learning
- Developing HEIs’ planning and management abilities
- Helping Ministerial and government agencies shape new roles and responsibilities for supporting HE
Some examples of the type of activities that can be supported include:
- Collaborative programmes between Iraqi and overseas universities
- Short, intensive professional development programmes for Iraqi academic and support staff.
- Providing longer-term academic placements for staff.
- Developing joint (2+2) degree programmes with overseas universities.
- Developing joint PhD programmes with overseas universities.
- Organising professional development seminars on HE policy, planning, gender issues and management for middle-ranking officers and staff.
The DelPHE-Iraq application and financial guidelines, include the type of activities that can and cannot be funded and a table of guidance subsistence rates.
DelPHE-Iraq also provides 'seed funding' of up to £10,000 to cover the cost of travel, subsistence and communications for exploratory visits which support the development of new partnerships and for existing partnerships that intend to submit a full application.
Exploratory grants enable partners to develop their proposals. For example, they might be used to support an initial visit to agree aims and objectives or for partners to meet for the first time and identify potential areas of collaboration.
