Third International Congress on Islamic Feminism
24-27 October 2008 Barcelona

The Third International Congress on Islamic Feminism was been announced by Junta Islàmica Catalana (Catalonian Islamic Board) and took place in Barcelona, 24th-27th October 2008.
The conference focused on the problems of Muslim women in the Global era. Many Muslim women today are facing a double oppression: economic (neo-liberalism) and political (religious fundamentalism). The Congress considered the responses given by Islamic feminists to this situation, and their contribution towards the construction of a new civil society worldwide, based on a culture of human rights and Qur’anic values such as democracy, social justice, freedom of conscience and gender equality.
Distinguished Muslim personalities attended, such as Bouthaina Shaaban, Syria's Minister for Refugees and candidate for Nobel Peace Prize; and Baroness Uddin, the first Muslim woman to become a member of the House of Lords in Britain.
The event took place in the Hotel Alimara (www.alimarahotel.com). It was organised by the Catalonian Islamic Board (Junta Islàmica Catalana), with the Sponsoring of Catalonian Autonomous Government (Generalitat de Catalunya) and the Spanish Agency for International Development Cooperation (AECID), as well as the collaboration of the British Council.

Foundation of EUNIC Spain

EUNIC is an organization of European cultural institutes whose activity crosses national frameworks aimed at promoting European culture, the establishment of a network of collaboration among its members and partners and the promotion of cultural diversity. Currently, EUNIC at a central level is made up of cultural institutes from 19 countries of the European Union, with the idea of integrating the institutes of culture of all member countries.

As a first step, the cultural centres in Spain - the Austrian Cultural Forum, British Council, Institut Français, Goethe-Institut, Istituto Italiano Culture, Alliance Française, the Iberoamerican Institute of Finland, the Czech Centre and the Romanian Cultural Institute -prepared the foundation of a branch of EUNIC in Spain. As part of the term of the French presidency of the European Union, the Ambassador of France hosted a reception at his residence for his European Union counterparts and press to launch EUNIC Spain.

TRANSATLANTIC NETWORK

The Transatlantic Network - an international initiative bringing new energy to the important North-American – European partnership - brought together outstanding young leaders from diverse backgrounds to address challenges like climate change, global trade, economic fairness and religious and ideological conflict.
By connecting rising young leaders who will be in the vanguard of their leadership in the year 2020 the Transatlantic Network 2020 will grow an understanding of different cultures, beliefs and values that can be turned into action.
TN2020 holded its first one-week summit, jointly hosted by Northern Ireland and Ireland, between the 28th September and the 4th October 2008.
Approximately 100 participants from across Europe and North-America will come together for a week of inspiring and memorable visits and debates.

Fourth Symposium COST- Action 34
Gender and Well-being: The Role of Institutions from past to present

Chair of Gender Studies

The British Council, the Women’s Directorate of Madrid Regional Government and the Complutense University of Madrid were partners for the sixth consecutive year in the annual Chair of Gender Studies.  Current Chair Prof. Ailsa MacKay, Senior Lecturer from Glasgow Caledonian University lectured Phd and BA undergraduate students at the Complutense University Madrid.

OPENCities Workshop

Eight factors and 40 indicators for measuring city openness were identified and activity programme defined. Participants included Madrid, Belfast, Bilbao, Cardiff and Dublin City Council, URBACT and Cosmopolis.  Dusseldorf, Vienna and Sofía officially join OpenCities.

OPENCities Experts Seminar

Experts, representing the institutions below, were invited to explore project ideas, concepts and definitions.  This was followed by a project steering group meeting, led by British Council Spain and Greg Clark with participating cities.  Dublin and Cosmopolis joined the project.

The City of the Future

The publication is a ground breaking report on the lessons learned for city governance based on the collaboration between four British and four Spanish cities on key themes facing cities in the 21st century: the knowledge economy, human and social diversity, regeneration and redevelopment and city & regional cooperation.

DEVS Romania YPS Programme II
September 06 -August 07

Phase II of this British Council programme provides Public Admin students with the opportunity to combine study and work experience.  Exchange students spend an academic year in the Fundación Ortega y Gasset and participate in work placements in the Romanian Embassy in Madrid and in Spanish Civil Service.
Once again the central aim of the programme is to develop a corps of well trained young civil servants, destined for the higher ranks of the civil service in countries new to the EU.

UK-España Looking to the Future: Energy: Securing our future

The sixth in the successful cycle of annual conferences focusing on the bilateral relation between Spain and the United Kingdom, organised by the British Council and the British Embassy, with the sponsorship of Schroders and the Rafael del Pino Foundation. The participants selected, twenty-five from each country, are chosen because of their professional experience, drive and commitment to defining the future of their countries and of Europe.
This year participants will debate key Energy issues such as:

Should citizens be forced by law or rather than by taxes to control consumption?

What are the implications for foreign policy of dealing with countries with energy sources?

EU common policy on energy - is one combined voice stronger than 27?

Renewables and resource management: should resource prices increase?

How do we achieve sustainable transport and zero carbon?

Reporting the Election
24 April - 4 May 2007

Our ten day programme will bring together thirty journalists from different countries.  Each journalist will accompany a candidate standing for election on the third of May for the Scottish Parliament or the Welsh Assembly.
The journalists will gain first hand knowledge of the process of devolution in the UK as well as first hand experience of how election campaigns are run.
This year a journalist from El Mundo will represent Spain in the project.  The programme was successfully run in 2005 and in 2001 with participating journalists from El Pais and La Vanguardia newspapers

The British Council, will officially present the "British Hispanic Foundation Queen Victoria Eugenia" 2007 scholarship awards to the two successful candidates from the Complutense University in Madrid.  The awards will allow both scholars to carry out research in biosensors for one month at Cambridge University under the supervision of Prof. Elizabeth Hall.

Fighting Violence Against Women

UK Study Visit

The British Council and Corporate Alliance Against Domestic Violence (CAADV) have organised a UK study visit for a group of six key officials in the fight against domestic violence in Spain.  The group will travel to the UK to take a closer look at UK legislation and its implications for both victims and agressors.
Positive results
The new practical measures implemented in the UK have had highly positive results in both increasing sentencing and reducing the numbers of charges dropped.  We believe the study visit will be able to make a valuable contribution to new Spanish legislation on domestic violence.  

Researching the Mediterranean

Following the successful launches in both Barcelona and Madrid of Researching the Mediterranean, the British Council Brussels will host a presentation of the study to key officials and academics in the capital of the EU and vital platform for taking conference proposals forward.  
Researching the Mediterranean includes an analysis of investigation in the UK and Spain and its impact on policy, conference speeches and studies on the future of research and young researchers.  It is an essential publication for policy makers and anyone with an interest in the Middle East and Arab World.

The first meetings for this new British Council programme will take place on the above dates.  The programme hopes to bring together students and young professionals from the UK and Spain and Youth Matters aims to create a forum for debate on European issues from a youth perspective.

We hope that this new project will be a training and personal development opportunity for participants.  Not only will they be able to voice their opinions and engage in public debate with experts but  will have to deal with various aspects of managing the event .

International Seminar on Co-existence in Schools

The British Council is supporting this International Seminar, organised by the The Schools Advisory Council in Madrid.  The aims of the seminar are not only to provide a forum for the exchange of initiatives and experiences but also to use the conclusions and proposals to contribute to the development of the Plan for Coexistence of the Regional Government of Madrid.
The British Council has invited Professor Mona O'Moore from the Anti-Bullying Research and Resource Centre at Trinity College Dublin to take part in the seminar.

Gender Budgeting: The Scottish Experience

Prof. Ailsa McKay, Glasgow Caledonian University, has been invited by the British Council to take over the Chair of Gender Studies at the UCM.  Prof. McKay will give the above lecture to students specialising in Gender Studies.
Prof. McKay is the seventh academic to hold this Chair which was created by the British Council in collaboration with the UCM and the Dirección General de la Mujer in the Madrid Regional Government.
Gender Budgeting is one of the key issues for policy makers today.

Researching the Mediterranean

New generation journalists

British Council Scotland has this month hosted eight young international journalists for a week in Edinburgh. Their visit coincided with the first Festival of Politics, held at the Scottish Parliament. The participants spent the first two days of their stay in training. Some of Scotland’s top journalists, including the Guardian’s Jean Rafferty, looked at subjects including investigative journalism, new media, sensitivity in reporting and journalistic ethics. Launch of the European Civic Citizenship and Inclusion Index

Prize giving act: Decálogo del Nuevo Jóven Europeo

The three winning schools of the Decálogo del Nuevo Joven Europeo are  IES Diego Velázquez de Torrelodones, curso 4A (1er premio), IES Villa de Vallecas (1er premio-bis) y el Colegio Patrocinio de Madrid (2 premio).  Congratulations to them all!!  The prizes were a visit to the European Parliament in Brussels plus 400 euros in school materials for the 1st prize and 400 euros for the rest.
