Simon Andrewes talks about English as a lingua franca, where English is used as a means of communication for work or study and where native speakers may at best be marginally involved. He also discusses the consequences of this for teachers in the classroom.

Why does the speaker say that native speakers may at best be marginally involved?

I think he is referring to the fact that in many contexts English is used by non-native speakers talking together, for example two businessmen or women from non-English speaking countries having a meeting together. In this example native speakers are not involved or are marginally involved.
