The UK is a world leader in the development of new approaches to public service delivery. The event presents some of these leading- edge developments and encourages participants to share and develop their own ideas and practices. The seminar focuses on the core public services of education, health and the police. Through presentations and case studies the seminar examines: - the extent to which the public sector is required to be involved and if so what its role should be
- how private sector involvement can be best managed
- how public services can be effectively co-ordinated (cross cutting themes)
- developments in management techniques including financial management, target setting and the measurement of performance
- the changing role of the auditor and the links with inspection
- the mechanisms for protecting the consumer, the taxpayer and other stakeholders.
Delegates will be asked to prepare short case studies covering either education, health care or policing problems in their countries with the aim of identifying where policy change or development would be most helpful and the difficulties in achieving policy change. Delegates will be asked to review their case studies at the end of the seminar given the ideas and suggestions that emerge. The seminar will be primarily aimed at policy makers, (civil servants and politicians), businessmen who may be wishing to collaborate with governments in the delivery of public services, those responsible for performance setting including financial performance, external auditors and representatives of civil society.
