Action 5

Support for European Cooperation, Action 5 of the Youth in Action Programme, aims to contribute to the promotion of European co-operation across Europe in the youth field

SUPPORT FOR EUROPEAN COOPERATION IN THE YOUTH FIELD

The UK National Agency has now re-opened Action 5.1 (Meetings with young people and those responsible for youth policy). Please note that due to budget restrictions not all applications may be approved. Priority will be given to applications focusing on European Citizenship, Participation of young people, Cultural diversity, and Inclusion of young people with fewer opportunities.

This Action aims to contribute to the promotion of European cooperation across Europe in the youth field. The Commission is therefore looking at encouraging youth cooperation the following areas:

  • Exchange of good practice and co-operation between administrations and policymakers
  • Structured dialogue between policy makers and young people
  • Improving knowledge and understanding of youth
  • Contributing to the cooperation with international organisations in the field of youth.

Action 5 is divided into three strands:

  • 5.1 Meetings of young people and those responsible for youth policy
  • 5.2 Support for activities which aim to develop better understanding and knowledge in the fi eld of youth
  • 5.3 Cooperation with international organisations

Action 5.1

Meetings of young people and those responsible for youth policy

This strand supports co-operation, seminars and structured dialogue between young people and youth workers, and youth organisations plus those responsible for youth policy. This includes youth events organised by Member States during their Presidency of the European Union, and youth events at local, regional and national level preparing for these Presidency events. There are two eligible activities:

  • International Youth Seminars
  • National Youth Seminars.  

Please note that the following are not eligible activities

  • Statutory meetings of organisations
  • Academic study visits
  • Holidays
  • Language courses
  • Performance tours
  • Seminars aiming to make a financial profit
  • Work camps
  • Sports competitions
  • Festivals and other cultural activities.
Criteria
  • Participants must have a minimum of 60 participants and all must be aged between 15 and 30
  • There must be at least five Programme Countries involved in the activity for a Transnational Youth Seminar
  • National Youth Seminars must involve at least one organisation from one EU Member State. No transnational partner organisations are required.
  • Neighbouring Partner Countries can participate in a project but cannot submit an application.
  • National groups should be balanced in terms of numbers of participants but the host country can have a larger group if necessary.
  • Projects can last for up to 9 months in total including preparation, implementation, evaluation and any follow-up activity.
  • Transnational Youth Seminars must be between three and six days (excluding travel days)
How to apply?
  • For Transnational Youth Seminars the Host Organisation submits its application on behalf of all partners to the National Agency based in the country where the Youth Seminar is supposed to take place. European non-governmental organisations (ENGOs) which are based in one of the Programme Countries and have member branches in at least eight Programme Countries, apply directly to the Executive Agency of the European Commission.
  • For National Youth Seminars taking place at European level applications should be submitted directly to the European Commission.
  • For National Youth Seminars taking place at a National level applications should be submitted to the UK National Agency.

Action 5.2

Support for activities to bring about better understanding and knowledge of the field of youth

This allows the Commission to support specific projects for the identification of existing knowledge relating to priorities (further information can be found on the European Commission’s web-site) www.europa.int/youth

Action 5.3

Cooperation with international organisations

This aims to support the European Union’s cooperation with international intergovernmental organisations working in the youth filed, in particular the Council of Europe and the United Nations or its specialised institutions Further information can be found on the European Commission’s website www.europa.int/youth
