The EU skills for Parliament is a part of Parliamentary Strengthening Programme, the joint two-year project (2011-2013) of the British Council and Westminster Foundation for Democracy, financed by the UK Government.

PURPOSE
The aim of this project is to support capacity development of Montenegrin Parliament staff through development of practical skills for more effective communication in the EU context.

EU skills for Parliament is built upon the previous programme delivered by the British Council for government officials (2008-2010) and hence presents a strong foundation for the next stage. By providing opportunities for capacity development of individuals within the Parliament, we are contributing towards more effective management of the Euro-Atlantic Agenda.

PARTNERS AND PARTICIPANTS
The joint WFD/BC programme is the only current comprehensive training programme for Parliament and is designed to contribute to establishing a cadre of highly professional, efficient and confident staff able to perform tasks and communicate effectively with both the EU structures, the wider public and internally.

The project encompasses about 30 members of Parliament staff who are directly involved in the coordination and correspondence with the International Community, especially in the context of European integration.

We are implementing this project through close cooperation and coordination with the Montenegrin Parliament.

Our strategic partner on the project is the UK Foreign and Commonwealth Office. Content and face-to-face training is prepared and delivered by the UK consultants.

PROGRAMME
The programme focuses on developing skills relevant to working with and within the European Union. It is adjusted to the Parliament needs and includes:

1.Training for Parliament staff who effectively use English language in the professional environment and who need to develop and upgrade specific soft skills which will contribute to more effective functioning in the international context. The themes are:

  1. Formal Correspondence Skills
  2. Presentation Skills
  3. EU Working Group Meetings
  4. Negotiation Skills

2.Training for trainers who effectively use English language and who have the need to develop skills to cascade trainings and transfer knowledge of effective communication and functioning in the international context.

  • Intensive training of trainers for themes 1 & 2
  • Intensive training of trainers for themes 3 & 4
