FUTURE CITY GAME: POSSIBLE COOPERATION BETWEEN MUNICIPALITY AND COMMUNITIES OF INHABITANTS IN LOCALITIES

On June 16th-17th a new ‘Future City Game’ will take place in Riga at Spiķeri, Maskavas 12. The purpose of the game is to find possibilities of cooperation between municipality and inhabitants in localities, and involve them in the city development process. Together they will try to answer the:

  • Strengthening of identities of localities in Riga through cooperation between municipality and geographical localities.
  • Ways how to encourage inhabitants of localities to join territorial organizations.
  • Required resources to provide possibility for inhabitants in localities to self-organization for development of locality.
  • Project ideas that work as catalyser of a sense of belonging in their living place.

The City Development Department of Riga City Council has started a project of localities in Riga, to advance quality of life of city inhabitants and city development planning by encouraging inhabitants of localities into active collaboration.

The game is organized by the City Development Department of Riga City Council.  This Future City Games master will be Viesturs Celmiņš.

FUTURE CITY GAME IN CESIS: Development perspectives of Cesis Culture and Tourism centre

On June 15th a new ‘Future City Game’ will take place in Cesis New Castle, Cesis, Pils laukums 9. Cesis Culture and Tourism centre is a newly established municipal organization with broad tasks – both to organize the town’s cultural life, preserve cultural heritage and to promote Cesis as a tourism destination. The purpose of the game is to find ideas how to turn the aforementioned agency into innovative organization – the leader in its field in Latvia.

Employees from Cesis Culture and Tourism Centre and cooperation partners of the organization as museum specialists, historians, culture managers, tourism and marketing specialists, municipal planners will come together to look for the best ideas for development of the Cesis Culture and Tourism centre. During the game key barriers and opportunities will be also identified.

The game is organized by Cesis Country council. This Future City Game master will be Ilona Asare.

On July 28th – 29th new ‘Future City Game’ took place in Ogre. The purpose of the game was to develop and formulate the main development directions and identify the potential “brand” of Ogre County which is the largest county in Latvia after the territorial reform. According to the national legislation, the local society should be involved in designing and evaluation the local development strategy, therefore the Future City Game became an effective tool for intensive and goal-oriented dialogue with the strategic groups of the local society. The participants were representing 5 main sectors: public sector (both municipal and state institutions); private sector (entrepreneurs, start-ups, business idea holders), knowledge sector (education and research institutions), creative industries (art and architecture) and non-governmental sector and local society. There were 4 teams formed, 5 participants in each, representing all above mentioned sectors.

The game was organized by Ogre Municipality Council and NGO “Knowledge and Innovation Society”.

This Future City Games master was Vita Brakovska (NGO “Knowledge and Innovation Society”).

FUTURE CITY GAME in Oslo: exchange programme between the Norwegian middle school Bjørnholt and a Latvian school

On May 5th-6th a ‘Future City Game’ happened in Oslo, Norway. Our Future City Game master Viestur Celmiņš went  to Norway to lead the game.

The Norwegians had spent a week in Riga with the pupils, living in host families and working with environmental issues there. Now the Latvians were coming to Oslo, both getting to know the city and to keep on working with environmental issues. The purpose of the game was to use Future City Game as a tool for learning and collaboration.

60 Norwegians and Latvians pupils in age 14 – 15  focussed on how each sector, i.e., cultural, social and business can be used to create new environmentally sustainable change. Oslo City will be the case for studies.

FUTURE CITY GAME: Improvement of South-West Part of Ventspils: Seaside Park, Forest Park and Adventures Park

On April 14th-15th a new ‘Future City Game’ took place in Ventspils, at Ventspils library. The purpose of the game was to find interesting solutions of development and future vision of South-West part of Ventspils City: Seaside Park, Forest Park and Adventures Park. The game helped to look for development scenarios that would be more suitable for citizens and guests of Ventspils City, providing sustainable access to the environment and territory. Players of the game were employees of Ventspils City Council, media representatives, representatives from NGO and companies, active students of Ventspils University College and representatives of Youth Issues Commission.

The game was organized by Ventspils City Council and Association of Major Cities of Latvia.

This Future City Games master was Anda Šaka from Association of Major Cities of Latvia.

FUTURE CITY GAME: Development perspective of Jurmala's pedestrian street - Jomas street

On December 10th-11th a ‘Future City Game’ took place at hotel “Jurmala SPA”. The purpose of the game was to create a vision of the future pedestrian street, to find the ways how satisfy both groups that live together on this street – residents of Jurmala and entrepreneurs of the city.

Employees from Jurmala City Council, cultural establishments of Jurmala, Culture Ministry of Latvia, architects, marketing specialists, representatives of consultative boards of entrepreneurs, city residents and entrepreneurs owning business on the particular street tried to find out which would be most suitable culture and sports events that could be carried out on Jomas street. They also tried to find out the future vision of this street not only from the point of view of persons involved but also from independent persons’.

The game was co-organized by Jurmala City Council and Association of Major Cities of Latvia.

FUTURE CITY GAME: Development of Cesis as a Tourism Destination

On December 8th a new ‘Future City Game’ will take place in Cesis City Council, Cesis, Raunas street 12. The purpose of the game is to develop ideas for new tourism products in Cesis in order to increase the number of visitors and the length of their stay in the town, generating more income from the tourism.

Tourism operators, sports and culture managers, artists, local youth and students will be looking for the best ideas, new cooperation possibilities, and plans for projects in near future by combining different sectors. During the game key barriers and opportunities will be also identified.

The game is co-organized by Cesis Country council and Vidzeme History and Tourism Centre. Riga’s FCG Games master: Ilona Asare. This will be the 10th ‘Future City Game’ run in Latvia in 2009 within the project ‘Creative Cities’.

FUTURE CITY GAME: Culture’s role in the development of Vidzeme region.

On November 23rd -24th a new ‘Future City Game’ will take place in Cesis Culture centre, Cesis, Raunas street 12. The purpose of the game is to develop ideas for common cultural and touristic projects and new ways of mutual cooperation among different sectors and different municipalities in Vidzeme.

Tourism specialists, culture managers, artists, craftsmen and students will be looking for the best ideas, new cooperation possibilities, and plans for projects in near future by combining different sectors. During the game key barriers and opportunities will be also identified.

The game is co-organized by Cesis Country council, Culturelab NGO, Vidzemes Planning Region and State Culture Capital Foundation.

FUTURE CITY GAME: Opportunities and challenges of Liepaja city to attract economically active inhabitants.

On November 5th -6th a new ‘Futu

re City Game’ will take place in The Latvian Association of Local and Regional Governments, Riga, Mazā pils street 1, 4th floor. Every city, especially in the time of economic recession takes every advantage to strengthen its positions, including attracting and not loosing cities human capital. Crisis is the best time to reevaluate the previous and current activities and develop and implement future oriented and interdisciplinary approaches, based on good partnerships. The game will focus on Liepaja city example.

Architects, city planners, economists, entrepreneurs, students, artists, municipal clearks, sociologists and other practitioners, local government and national politicians and 4 experts from various backgrounds will be looking for the best ideas, efficient and crisis relevant solutions and projects for Liepaja city to attract economically active people and not to loose those who are living there. During the game the key barriers and opportunities will be also identified.

The game is co-organized by Culture department of Liepaja City Council and The Latvian Association of Local and Regional Governments.

FUTURE CITY GAME: The role of Riga in cooperation development between the Central Baltic Sea Region and Asia

On September 10th -11th a new ‘Future City Game’ will take place in Riga City council. The game will focus on enhancing the networks of flows and cooperation between Riga and the cities of Helsinki and Stockholm in the fields of logistics, education and tourism.

Practitioners in the fields of logistics, education, and tourism, Riga City Council officials, entrepreneurs and experts from various backgrounds will be looking for the best ideas in new projects that would benefit the local fields of logistics, education, and tourism in working with regions of China and India.

The game is co-organized by the Department of Development of the Riga City Council,  BASAAR INTERREG IVA.

Future City Game: Development perspectives of Valmiera's recreation park

On September 10th -11th a new ‘Future City Game’ will take place in the regional city Valmiera, in Valmiera’s Integrated Library, Cesu Street 4. The upcoming game will be devoted to finding creative solutions to new uses for the unique area of Valmiera Recreation Park, which is closely connected to the city centre.

The game will bring together experts, representatives of Valmiera City Council, NGO’s, students, local businesses and communities to gather information about the present situation in the Valmiera Recreation Park, explore new methods to solve crucial problems at the local level, and to rethink already accepted solutions. The participants will also discuss the role of the municipality in fostering local competitiveness (in areas such as entrepreneurship, education, culture, sports, etc.) by using Valmiera Recreation Park land.

Future City Game in Valmiera will be lead by Games Master Anda Saka from the Association of Major Cities of Latvia.

Players: employees from Valmiera City Council, students from  Vidzeme University of Applied Sciences, representatives from Active Tourism Center „Eži”, Valmiera Youth Council, Association  „Seniors of Valmiera City”, Student’s Union of the Vidzeme University of Applied Sciences and also representatives from the local NGO’s (Valmiera Region Community Foundation, Youth Idea Laboratory) and local communities.

The game is co-organized by the Valmiera City Council, Vidzeme University of Applied Sciences, and the Association of Major Cities of Latvia.

Latgale District Multifunctional Centre: content and functions
25 – 26 August, 2009

In August 25 -26 ‘Future City Game’ will take place in Riga, Maskavas 322 in the facilities of the ex–factory „Red Square“. The purpose of the game is to create detailed suggestions for the content and functions of the prospective Latgale’s district multi-functional centre pertaining to the fields of culture, arts, sports and education.

The game will gather 25 players related to the field - inhabitants of local area (Latgale district), artists and creative industries’ managers, Riga City Council officials, students, entrepreneurs.

‘Future City Game’ partners: Department of Culture of the Riga City Council, INTERREG IVC, Baltic Metropoles.

‘Future City Game’ FCG will be lead by urban sociologist Viesturs Celmins.

Future City Game in Riga: Solutions for empty commercial spaces in the city centre
17.-18.06.2009.

On June 17th-18th a ‘Future City Game’ took place in Riga. The purpose of the game was to find positive solutions how to use empty space in the city centre thus protecting it from loosing its capacity for vitality, social and business activities.

Employees from NGO, landlords, artists, council officers and entrepreneurs tried to create a platform for meeting and cooperation for creative and business sectors.

The game was co-organized by Laboratory of Analytical and Strategic Studies, Culture Department of Riga City Council and the Latvian Centre for Contemporary Art.

Future City Game in Jelgava: Development of Pasta island and its territory
14 – 15 May, 2009

Future City Game (FCG) in Jelgava aims to rethink the already accepted solutions and to gather information about the present situation in the Pasta Island and the territory next to the river Lielupe. FCG will also help to find a new way of thinking and new methods to solve crucial problems at the local level.

The main goal of the FCG is to find creative solutions of how to use unique territory (Pasta Island and the territory next to the river Lielupe) which is closely related to the Jelgava city center.

The game could be also a beginning of annual discussions about crucial development trends in Jelgava.

The game will bring together Jelgava City Council representatives, students from the Latvia University of Agriculture, representatives of Jelgava Innovation Centre, Society Integration Bureau and the Municipality’s Agency “Culture”, local NGO’s and representatives from local communities.

The game is co-organized by The Association of Major Cities of Latvia, Jelgava City Council and Latvia University of Agriculture.

Future City Game in Cesis: Cesis Old Town Perspectives
22 – 23 May, 2009

Future City Game (FCG) in Cesis will be played in order to find new solutions to make Cesis city centre more vibrant and thus enhance a sustainable development of Cesis Old town.

The game will bring together Cesis City Council representatives, community leaders, architects, local entrepreneurs, tourism experts, artists, ex-Cesis residents, old town residents, and property owners in the old town.

The game is co-organized by Cesis Culture Centre, Cesis City Council, the Club of Cesis residents and NGO “Culturelab”.

First Future City Game in Liepaja
April 14-15, 2009

Future City Game in Liepaja was played in order to raise the awareness among stakeholders about interdisciplinary cooperation as problem issue in Liepaja; to give an opportunity for institutions, organizations, interest groups and individuals of various sectors and fields to meet each other and establish contacts for possible future cooperation; to uncover new means and ways how to engage in interdisciplinary projects; to create project ideas for Liepaja’s 2014 ECOC (European Capital of Culture) program and to create project ideas relevant for implementation as part of “Liepaja Culture Policy Action Plan”.

Future City Game gathered 20 players representing Liepaja City Council, Museum of Liepaja, Music club “Fontaine”, Liepaja regional fund, University of Liepaja, NGO`s and other local communities. It was the first Future City Game played in Latvia.

Exploratory study: Social Art Project “Our everyday city travel routes”

On March 26 at 6 p.m. in creative space “Tasty”, Martas street 1, the opening of social art project “Our everyday city travel routes” occured. It was organized by the British Council Latvia in cooperation with creative space “Tasty”. |The exhibition was viewable from March 27 to April 6.

The aim of the exhibition was to invite visitors to think about how lifestyle, values and different choices like living space, transport and favourite shop influence everyday life and perception of the city and people in it. The exhibition also give an introduction to the concept “psychogeography” of the city.

On March 17 project participants - 25 persons from different regions of Riga and different backgrounds recorded their everyday travel routes by making notes and taking photos of their main stops.

At the exhibition visitors saw project participants’ expositive pictures and travel routes. Travel routes were also summarized in a Riga map thus showing existing and missing intersections.

Exploratory study: Seminar “Development of local governments:  sustainability, creativity and partnership” with Neil McInroy

The seminar “Development of local governments: sustainability, creativity and partnership” happened on March 30 – 31, 2010. The trainer of the seminar Neil McInroy, chief executive of Centre for Local Economic Strategies, shared his experience and knowledge with representatives from major cities and regions of Latvia.

This seminar was organized over two days and the main aim was to provide opportunity for representatives of cities and regions in Latvia to obtain new knowledge and skills about local economic and social development as well as how to create a resilient place in the time of downturn.

The first day of the seminar was organized in cooperation with Department of City Development of Riga City Council and The Association of Major Cities of Latvia. The second day was organized in cooperation with The Latvian Association of Local and Regional Governments.

Neil McInroy besides being the chief executive of CLES is also an academician, experienced lecturer and researcher, geographer, author of several publications, chief in two third sector organizations and participant in different international projects. CLES is an independent charitable organization which is concerned with regeneration, employment, economic and community development as well as European issues.

Exploratory study activity – seminar “Creative physica

l space and its catalysts”
23 – 24 March 2009, Latvia

Within this activity 40 urban influencers from Latvia came together to learn and discuss the creation, development and maintenance of creative physical space - creative quarter, creative district, creative house or creative space project.

The aims of the seminar were:

  • to reveal creative physical space success factors, methodologies and catalysts from perspectives of private, public and NGO sectors;
  • to evaluate and analyze the current situation and future vision of Latvia in fostering creative initiatives within the framework of the current economic downturn and post-soviet context;
  • to stimulate networking of creative space practitioners and theoreticians locally and regionally.

Seminar moderator was Senior Associate Andrew Erskine from “Tom Fleming Creative Consultancy” (London, UK, http://www.tfconsultancy.co.uk). Seminar guest speakers from Baltic States were Madle Lippus and Marten Kaevats from “The New World Community” (Tallin, Estonia, http://www.uusmaailm.ee) and Vaidas Jauniskis from “Arts Printing House” (Vilnius, Lithuania, http://www.menuspaustuve.lt).

Future City Game Master training
27–29 January 2009, Riga (Latvia)

This event was aimed to train Future City Game masters who will be able to deliver the Future City game in their own cities or localities. Participants include British Council contacts from United Kingdom, Latvia, Lithuania, Poland, Ukraine, Slovakia, Finland, Czech Republic and Denmark.

From Latvia 4 Future City Games Masters were trained: Anda Saka from Association of Major Cities of Latvia, Ieva Hmielevska from Liepaja City Council Culture Department, Ilona Asare from Cesis Culture Centre (Cesis City Council) and Viesturs Celmins from Laboratory of Analytical and Strategic Studies.

Latvian participants in the conference ‘How do we make creative cities and grids?’
5–6 December 2008, Prague (Czech Republic)

The main objectives of the conference were:

  • build a shared understanding about the contribution creativity, entrepreneurship and innovation make to the long-term economic, cultural and social prosperity of cities in Europe
  • share what has been learned and what has been achieved with policy makers and with those in a position to support long-term change at city, national and European level
  • work in partnership with cities and with organisations driving creativity, entrepreneurship and innovation in cities to strengthen the enabling environment.
