Our work and involvement in Thailand comes from a background of VET reforms happening countrywide. The Ministry of Education in Thailand is in the process of designing and developing a competence based training and qualifications framework and the Thai Commission of Vocational Education is re-organising its Vocational Educational Institute.
UK consultants from Deeside College, working in partnership with the British Council and the Thai Retail Association, have developed and piloted the use of chosen occupational standards for the Thai retail sector. The pilot framework related to the development of two units at the equivalent of NVQ level 2 related to customer care, general enough to be relevant to all retailers involved. Outcomes of the project were the development of occupational standards with accompanying training materials, appropriate assessors’ materials and a cadre of trained functional analysts and assessors. This has the potential to roll out across other sectors of the Thai economy.
In September 2003 senior Thai delegations visited the UK with a key aim of further developments within the Thai Vocational Qualifications framework. A pilot project with a focus on one or two key sector industries within Thailand is being planned.
In February 2004, Vocational Partnerships accompanied a number of UK vocational education specialists to join British Council Thailand’s EdFest 2004 and speak under the theme of ‘Education for Economic Competitiveness’. Leading representatives from City and Guilds, the National Open College Network, Lewisham College, the Sector Skills Development Agency, SkillSmart the Sector Skills Council for retail, National Institute for Adult Continuing Education and the QCA all engaged with government officials, employers and college providers in Thailand to discuss VET system reform. It was a good chance for experts from both the UK and Thailand to exchange experiences and practise in work based training and assessment, and identify strategies for lifelong learning.
We are currently working with the Thai-UK VET Steering Group on the various issues and themes which came out of the conference and seminars.
