ELTO (Evaluation of Long Term Outcomes) is a component of the BC’s corporate performance scorecard. It is designed to assess the fulfilment of the BC’s strategic goal to build engagement and trust for the UK through cultural relations.
Assessment reflects the opinions of the British Council projects participants and describes examples of changes, as well as best practices on the following three key components: (1) beneficial changes in personal development, (2) beneficial changes in work / organization and (3) connections with the UK.
The assessment focused on the following areas:
- •for the individual: personal development
- •for the workplace, or wider society and economy: organizational development
- •for relationships with the UK: continuation or new engagement with the UK in a professional, institutional or commercial capacity.
Quantitative evaluation of personal and professional changes that have occurred due to participation in the British Council projects can be expressed in an average of 85 points. This is a very high impact rate. Professional development impact was particularly in the evaluation of Global Xchange (100 points), INSPIRE (88), PEP (75), ETTE (83), Chevening (96), NSR (84), and SFE (78) projects.
The average quantitative evaluation of respondents' changes in the organizational development is 82 points for all projects. This value indicator is considerably high, and it is the highest in the evaluations of the Global Xchange (100), INSPIRE (88), PEP (100), Chevening (82), and ETTE (100) projects.
The general indicator that reflects changes in the establishment of contacts with the UK is 76 points. The projects INSPIRE (100), PEP (100), Chevening (82) get the highest results.
The most significant outcome was the establishment of new project agreements between educational institutions of the Great Britain and Kazakhstan on the INSPIRE and the SFE projects at a professional level.
