The Technical Working Group (TWG) comprises the Vote Controllers of all the institutions in the sector (or their representatives from institutional MTEF Budget Committees). The TWG will, be responsible for driving implementation forward, dealing with day to day policy and implementation issues, and ensuring co-ordination of institution’s planning and budgeting processes, within the MTEF framework.  The TWG, as the apex body of each institution’s Budget Committee will represent the sector during the budget process, and will present the sector’s co-ordinated budget proposals to the Ministry of Finance at annual budget policy hearings.
