Building capacity in youth organisations

What is the Debate to Action (DTA) project?
DTA is a capacity-building 'training-of-trainers' project aimed at young leaders of youth organisations. The British Council and the World Bank are looking to recruit highly-motivated part-time personnel to organise and carry out training of youth leaders on development issues and peer education techniques.

Participants learn about international and national frameworks for development, their own roles within these frameworks and how to share this information effectively with other young people. This knowledge not only empowers the learners but also contributes to transparency and accountability, which in turn supports good governance.

Project Objectives
Strengthen the development knowledge base and information networks of youth organisations
Enhance the capacity of young people to become active and effective in helping to achieve the Millennium Development Goals (MDGs), as well as their country’s goals for development, through their work at the local and state levels
Improve the participants’ earning abilities by enhancing their training skills
Create opportunities for interactions between young people in the UK and Africa around issues of mutual concern such as HIV/AIDS, employment and the environment.

Course design
Eight days initial training: trainers receive training in MDGs, their country’s poverty reduction strategy, local development issues, training techniques and managing their projects in order to deliver the DTA extension programme
Every three months after training: participants meet to monitor progress, refresh content knowledge and discuss challenges and successes
Periodic videoconferencing: youth from the UK and from DTA projects throughout the region exchange their views and knowledge of MDG issues affecting youth worldwide – HIV/AIDS, youth employment, gender equity, and sustainable development.

Course team
Lead instructor: Trains facilitator and assistant. Develops core curriculum content and integrates local inputs. Secures resource persons (below). Oversees facilitator’s work and DTA programme in general. Based in WBI Washington.

Facilitator: Delivers course sessions. Provides feedback on course materials and participants’ acquisition of skills and knowledge. Compiles data and reports out on participants’ roll-out of extension programmes. Conducts ‘refresher’ sessions every three months. Visits extension programmes to monitor quality

Facilitator’s assistant: Assists facilitator during course delivery

Resource persons: Two or three content experts from local offices of international organisations such as the World Bank, UNDP and UN Habitat.

Project participants
Young leaders of up to 20 youth organisations – 2 per organisation – for a total of 40 young people per country.

How to be a part of DTA
The initial stage is a 'training of trainers' course aimed at giving leaders from youth organisations a deeper understanding of development issues and enhancing their skills to train youth in their locales.
Subsequent stages include a six-week online training session and a two-day face-to-face workshop.
Following the initial training, Debate to Action staff will provide intermittent support on a part-time basis throughout the remaining ten month roll-out period of the pilot project.
