Is water a financial asset? A common good? An inexhaustible resource? It is estimated that on the Earth there are 35 million cubic kilometres of freshwater, 24 million of which are stored as glaciers and permanent snow and therefore unusable. There remain 11 million km3, which is not very much when you consider how essential water is for the lives of human beings. How come such a precious resource has become so scarce? Is it due to the variations in rainfall types and patterns as a result of climate change? Has it been the anthropic activities which have made the planet so vulnerable, with disastrous consequences such as drought and flooding? Is an excessive amount of water falling on land unable to absorb it just as dangerous as the lack of it? This was amply demonstrated by the
