Continuing Education Fund
To enhance Hong Kong's competitive edge as an international centre for business, finance and tourism, and to help adults with learning aspirations to pursue continuing education and training courses, the Hong Kong government has launched the Continuing Education Fund (CEF). The British Council is a government approved course provider for these two funds. We offer a variety of courses to help individuals achieve the benchmarks.

Continuing Education Fund
Who can apply? HK residents who are aged 18-65
Amount of subsidy 80% of the course fee, up to a maximum sum of HK$10,000.

Application Procedures

Complete an application form (SFAA 192(2002)). Together with a photocopy of your HKID card, it should be submitted in person or by post to:

Office of the Continuing Education Fund

Room 916, 9/F, Kwai Hing Government Offices, 166-174 Hing Fong Road, Kwai Chung, N.T.

Collection hours:

  • 9.00 a.m - 1.00 p.m.; 2.00 - 5.15 p.m. (Monday to Friday);
  • 9.00 a.m. - 12.00 noon (Saturday)

Applications must be submitted before the training course starts and the applicants should have paid the course fee before they apply for in-principle approval.

Duration A successful applicant may submit a maximum of four claims for reimbursement and within four years from the date that the application was approved.
Test

One of the following Benchmark tests should be taken after the course has commenced and before the expiry of the four-year validity period stated in the letter of approval-in-principle for CEF. You also need to attain the minimum benchmark Download PDF file* required for different courses you take.

1. BULATS Test

2. BEC Preliminary/Vantage/Higher Exam

3. IELTS Academic Module

Reimbursement

If you meet the minimum benchmark of the specified benchmark examination, you will receive 80% of the fees, subject to a maximum sum of HK$10,000, on successful completion of a reimbursable course or module(s) forming part of the course.

BULATS
The tasks in BULATS are easy to understand and our courses help to strengthen students’ general English ability, making them the ideal preparation.

To claim CEF reimbursement, students have to achieve a minimum BULATS score at the respective level from GE2 to GE6 and attend at least 75% of the whole course.
