What does British Council do in the field of governance and civil society?

The British Council appreciates the importance of changes in the UK constitution and will reflect them in our work around the world. We work with both government and civil society to advance debate, knowledge and skills and seek to create a wider appreciation of the UK as a valued partner in tackling key reform agendas and promoting sustainable development.

Specific areas of work we perform globally are namely: law and human rights, gender equality, economics and management, ethnicity, communities and social inclusion, governance and information, modernising government and participative democracy.

What is the regional profile of governance work for the British Council in China & Hong Kong?

Governance and civil society is a broad topic that has different connotations in countries and constitutions of different developmental stages. We work via our local offices in the China region (Beijing, Shanghai, Guangzhou, Chongqing and Hong Kong) in the development of projects and exchanges that have local relevance to the specific geographic area.

Because of the UK's history in Hong Kong, the influence of the UK's law and legislation has taken root in the policy-making system locally. Both governed by common law, the UK and Hong Kong share many similarities in their approach to law and legislation. Programmes on enhancement of access to justice and exchanges in legal education are key areas of work that we are involved in with local organisations and policy-makers. We strive to continue to identify areas of UK expertise that is beneficial to Hong Kong and vice versa, new initiatives are constantly being developed in response to Hong Kong's social needs and trends.

Our offices in mainland China concentrate on fields that reflect both UK values and those of local Chinese organisations. By partnering with the Chinese government, a diverse portfolio of projects are developed especially in response to China's 'Small Government, Big Society' agenda. For more information on key areas of work that British Council China is involved in, please refer to British Council China's Law and Governance webpage.
