Alan P France is the First Deputy Rector, Westminster International University in Tashkent, Uzbekistan, employed in 2002 by the University of Westminster, UK to oversee the development of WIUT a semi-public university as part of a capability and capacity building project. WIUT is now in its 8th year with 400 graduates. Alan is responsible for all academic affairs, strategic development and positioning. Previously Dean of the Lancashire Business School for 10 years and consultant to the EU, World Bank on capability building projects in Poland, Ethiopia, Ukraine, and China. He writes on education management and HE Development in transition countries as well as governance of organisations.
