Professor Masao Homma has been Vice-Chancellor (Strategic Planning and International Exchange) at Ritsumeikan University since 2007. Between 2001 and 2005 he worked at Kyoto University, first as registrar and later as Vice-Chancellor. Prior to working in academia he had a 30 year career as a professional administrator, holding various positions in the Ministries of Education and Foreign Affairs and the Prime Minister’s Office. Between 1999 and 2001 he held the position of Director-General of Policy Coordination in the Ministry of Education.
In 2005, Professor Homma founded the Association for National University Management and in 2007 he founded Research Institute for Strategic University Management and he is president of both institutions. In 2008 he was appointed special advisor the Cultural Minister of Japan. Professor Homma studied at London School of Economics, achieving an MSc. in International Relations in 1977. His current academic interests include higher education policies and university management, and he has published numerous papers on these subjects.
