We identified five leaders at higher level who we felt to be critical to future developments in civil service and judicial reform. We then co-funded, with the FCO, study tours to the UK. The five included the Minister of Justice, two capacity building state ministers and the Vice President of the Federal Supreme Court. On return from the UK the latter commented, “This visit has completely changed the way I’ll do legal reform in Ethiopia
