Speaker's Biography:
     Dave Hartnett CB became Director General Policy and Technical of H M Revenue and Customs in 2005 and was responsible for the compliance strategy, relations with big business and anti-avoidance.
     He joined the Inland Revenue in 1976 and the Board of Inland Revenue in June 2000, leading the teams to advise Treasury Ministers on tax, national insurance and tax credits policy.
     From 1991 to 1996, he was responsible for specialist teams working on the taxation of trusts, tax issues affecting charities, supervision of tax advantaged savings scheme and dealing with tax payers not resident in the UK.
     In 1998 Dave became the Inland Revenue Director responsible for capital gains tax, inheritance tax, equity remuneration and share schemes, pensions and savings, and stamp duty.
