Speaker's Biography:
     Graduated from Oxford University, studying history and economics
     1978, joined the Department of Energy where he held many posts, principally on nuclear issues
     1990-1994, seconded to the HK Government and worked as a member of the Governor’s Central Policy Unit
     1994-1998, Director of Competitiveness Unit of the Department of Trade and Industry’s, central policy team, reporting directly to the Secretary of State
     More recently till 2002, Director of Consumer Affairs and Employment Relations
     January 2002, Director General of Fair Markets Group of the Department of Trade and Industry. The Group is responsible for the development of the framework within which business operates including the competition and consumer framework, employment relations, company law and women and equality issues and also trade and European issues.
