Introduction: This is an eight months project from April to November 2006, which was funded by the Global Opportunities Fund and jointly run by the British Council and Supreme People’s Procuratorate. The purpose of the project is to expose Chinese prosecutors to international standards and practice with respect to prisoners’ rights and contribute to operation improvement in the target areas.
Project activities:
- A two-day Sino-British Seminar on the Supervision over Criminal Penalty Execution was held at Taiyuan city, Shanxi Province from 5th-6th June 2006. Ms. Anne Owers CBE, HM (Her Majesty’s) Chief Inspector of Prisons and Mr. Mike Newell, Research Consultant of the International Centre for Prison Studies King’s College were invited to attend the seminar. Mr Bai Quanmin, the Director-General of the Procuratorial Department for Prisons and Reformatories of SPP and another 80 local prosecutors also attended the seminar.
- On the purpose of exposing Chinese prosecutors to international standards and practice with respect to prisoners’ rights and contribute to operation improvement in the target areas, 10 Chinese middle-ranking prosecutors carried out a one week study visit to UK in August 2006.
