Sino-British Unemployment Insurance Project

A collaborative project between the British and Chinese governments, the Unemployment Insurance Project was originally agreed in 1999 to address issues surrounding China’s growing problem of unemployment. We have been appointed by the British government to assist in the implementation of the project.

Following the formal launch in February 2003, the project was carried out in six municipalities in the provinces of Liaoning and Sichuan. It has enhanced China’s reform efforts by improving the capacity and management systems for unemployment insurance and employment services and by increasing support provided to the unemployedand other disadvantaged or vulnerable groups.

Anti-fraud in Social Insurance Systems
We funded and organized a study visit for four officials (one Director-General and three Deputy Director-Generals) from the Ministry of Labour and Social Security to the UK and Germany in October 2006.  The objective of the study tour is to examine the present measures for anti-fraud in social insurance system and to identify any areas of demonstrable best practice for consideration of adoption within the Chinese context.

We have started a three-year project to strengthen Competition and Regulation integrated policy-making in China. This involves working with various Chinese research institutions and governmental organisations to promote economic reform.
