The 29th Olympic Football Game is going to be held from 7th. to 22nd. August 2008 at Shanghai stadium. For security reasons, the Shanghai Public Security Bureau has decided to enforce the traffic control during this period according to the regulation of "PRC Road Traffic Law on State Security ". We strongly suggest that IELTS candidates leave early for the test venue to avoid arriving late to the test.
Due to the huge demand for IELTS, and in order to shorten IELTS candidates’ waiting time, the British council and National Education Examination Authority have recently decided to temporarily open Zhejiang Education Examination Authority (Zhejiang Gongshang University Campus) as an additional IELTS test centre in Hangzhou.
This new added IELTS test centre is now open for registration, and offers in total 9 IELTS test dates. The first IELTS test date in this venue is on 12 July 2008. For candidates who register the IELTS test in this venue, the written test is arranged at Zhejiang Gongshang University, Building 9, No.92 Baoshu North Rd., Hang Zhou. The speaking test is arranged at Zhejiang Education Building, No. 321 Wenhui Rd., Hang Zhou. Candidates in this test venue will have the IELTS speaking test the following Monday to Wednesday after the written test. The only exception is for candidates who register with the IELTS test on July 24th 2008 in this venue, the speaking test will be arranged from July 19th to July 21st 2008. The revision of speaking pronunciation assessment scale will be launched in August of 2008.To bring pronunciation into line with the other speaking assessment criteria such as fluency & coherence, lexical resource and grammatical range & accuracy, we’ve revised the pronunciation scale. Currently only even bands 2 4 6 8 may be awarded. The scales have been rewritten so that all 9 bands may be awarded. New scales have been issued in new Instructions to IELTS Examiners (April 08) and will be put into effect from the 1st of August 2008.
However, this development will not change the overall pronunciation assessment scale and criteria and won’t change the structure and format of the speaking test either. The only change this will bring is that candidates’ pronunciation would be reflected and marked more accurately. The revision of the speaking pronunciation assessment scale is based on thorough and consistent market research done by the IELTS partners, advice from examiners and examiners’ trainers was also taken into consideration.

From 1 April 2008, the IELTS EOR (Enquiry on Result) fee will be reduced from RMB950 to RMB900 in China. The standard EOR rate worldwide is GBP60. This fee adjustment is a result of the global exchange rate changes.

From 1 April 2008, the time period in which extra Test Report Forms can be sent free of charge will change, in line with changes in global IELTS policy. Before the registration cut-off date candidates can apply to send up to 5 extra Test Report Forms free of charge on the IELTS registration website. After that date, all applications for extra Test Report Forms should be made to the British Council (operating in China as the Cultural and Education Section of the British Embassy/Consulates-General) and will cost RMB60 per copy in China, and USD9 per copy in Mongolia.

The British Council (known in China as the Cultural and Education Section of the British Embassy) and the National Education Examinations Authority (NEEA) announce the release of the 2008 national IELTS examinations schedule. From October 9th, 2007, candidates will be able to view all the 2008 IELTS test dates on the IELTS registration website http://ielts.etest.edu.cn. All IELTS test sessions are now open and candidates can register for any test session throughout 2008.
There will be a total of 46 IELTS exams in 2008 held nationally in 30 test centres located in 28 cities. Candidates are reminded that there will be only one IELTS exam in August on the 30th in Beijing due to the Olympics Games. Candidates are therefore strongly recommended to arrange their exam time as early as possible and to register promptly. The exams in the other cities will not be affected.

In response to local demand from an ever-increasing number of IELTS candidates, the British Council (known in North and Central China as the Cultural and Education Section of the British Embassy) and the National Education Examinations Authority (NEEA) of the Ministry of Education have jointly made the decision to open a test centre in Taiyuan, hosted by the Taiyuan University of Technology. IELTS candidates will be able to register for the exam at the test centre soon, with the first test being scheduled for Saturday 13 October. The capacity for candidate at the first test will be 75 seats with extension to 250 seats in near future tests. So far, there are total 30 test centres for IELTS in 28 cities in China (two test centres in Beijing and Shanghai respectively.)

The following are the steps the candidate needs to carry out after the adjusted procedure comes into effect from 9:00am on July 17th:
- Create your NEEA User account on the IELTS registration website
- Pre-pay your test fee
- Select seats
- Complete the online application form and confirm payment
The test fee and the current payment methods will remain unchanged, and candidates can still pay online or through wire transfer. The balance of the test fee will be shown on the candidate's 'My Status' page once his/her payment reaches NEEA. The candidate can then start to select a seat if his/her 'My Status' page shows enough balance. The last step is to complete the online application form and confirm payment.
With this adjustment, candidates can now register for IELTS up to 10 working days prior to their preferred test date - subject to availability, instead of 15 working days.
If the candidate has successfully reserved an IELTS seat before the changeover, his/her booking will remain valid, and the registration procedure that was effective at the point of reservation will still apply.
The NEEA National IELTS Call Centre will also be temporarily closed on July 16, 2007.

In response to growing demand, the British Council (known in China as the Cultural and Education Section of the British Embassy / Consulates General) and the National Education Examinations Authority under the Ministry of Education have decided to open an additional test centre in Shanghai. It is conveniently located at the Shanghai University of Finance and Economics. The first session at the new test centre is scheduled for August 11, 2007, and registration is now open. From July 1 2007, IELTS partners are making a small but important change which will make IELTS Band Score more informative.
Scores for each part of the test will still be reported on the scale from 1 to 9, but now the Writing and Speaking modules will be reported in whole or half-band in the same way as the Reading and Listening modules. The NEEA online registration website is the only authorised registration solution for China mainland IELTS candidates. Neither NEEA (the National Education Examinations Authority) nor British Council (known in China as the Cultural and Education Section of the British Embassy /Consulates-General) has entrusted or authorised any other third party or organization to engage in IELTS registration matters or activities in any way. Candidates should complete the whole registration procedure on the authorised website and follow the approved rules and regulations in order to meet the criteria needed to attend the IELTS test and receive the further testing services provided by the organisers and owners, such as test rescheduling, cancellation and refund, score enquiries and the sending of extra test report forms, etc. Candidates are obliged to record and keep all the information they have entered onto the website system themselves or had generated by the system in a safe place at all times. Such information includes their NEEA ID and password as well as reservation information etc. Sharing of this private information with any other person may result in unauthorised tampering or damaging of candidates’ personal IELTS registration data, an inability to complete the registration procedure, interrupted or deleted bookings, an inability to check scores online, or even worse, inviting extra expense as well as loss or damage. These serious consequences are born at candidates own risk should they deviate from following authorized procedures and using the official registration system.

The EOR (Enquires on Results) fee (Globally fixed at 60GBP) will be increased to RMB950 due to changes in the exchange rate. The processing fee will be increased to USD115 for candidates who take the test in Mongolia. This is with effect from applications for April 2007 IELTS tests and onwards.

From 25 November 2006 a new system of taking photographs of candidates, together with a thumbprint matching system, will be piloted at designated test centres. Candidates' participation is voluntary.
As IELTS gains ever wider recognition around the world (now more than 4000 receiving organisations) these enhancements reflect our commitment to efficiency benefiting all who value the test.
Test-day photographs will appear on the test report form; the thumbprint is being trialled for use on test days to confirm the identity of candidates when they return to the test venue for their speaking test.
Candidates' photographs and prints will be used only for the purpose of the IELTS test and will be treated as highly confidential in accordance with Chinese and international data protection law.
