AFTERNOON TEA WITH BULATS –International Business Management, International Language Test
On 23 September 2005, British Council Shanghai organised a seminar together with around 100 HR professionals from multinational companies to have a close look at a variety of international and domestic English tests available in the market, and to discuss how to effectively implement business English benchmarks within the company and how competitive BULATS is compared with other language assessments.
Using his wide theoretical knowledge and teaching experience, Professor Chai Mingjiong, the president of the Graduate Institute of Interpretation and Translation and the executive director of the Shanghai Foreign Language Testing Service, analysed the features and advantages of these different tests in the market. English teaching expert, and experienced business English benchmarking project consultant, Mark Knight gave a presentation on how to recruit staff more effectively and how to allocate training resources more appropriately. Mrs Sheng Shuhong, China Cambridge ESOL, thoroughly analysed the features and advantages of BULATS and HR managers from multinational companies shared with the attendees their experience of using the BULATS test. Ewan Davies, the Education Consul from the Cultural and Education Section of the British Consulate-General also attended the event and exchanged ideas with HR professionals.
The event was organised by the British Council in collaboration with Zhaopin.com, co-organised by Cambridge ESOL, the Shanghai Foreign Service Company and Xin Du Business & Management Institute.
BULATS Press Conference in Hangzhou on 19 April 2005
The British Council held a joint press conference with the Zhejiang Further Education Institution to introduce BULATS to Zhejiang Province as a reliable measure to standardise the system of language assessment and training. BULATS has already been adopted by the Zhejiang government to select WTO staff for overseas training. Now the Hangzhou Personnel Bureau has issued a policy stating that those who obtain BULATS level 2 and above can be exempt from the English test for professional mid- level positions in Zhejiang; civil servants who obtain BULATS level 2 and above can be exempt from the national English test for civil servants.
BULATS Individual Test Press Conference in Beijing 13 April 2005
The British Council has held a press conference in collaboration with Cambridge ESOL and China Personnel Testing Authority in Beijing, announcing that the first BULATS individual test wouldl be held on 12 June. This meant that from then on Chinese professionals could have access to an internationally recognised test to prove their English ability and to promote their language competency in the job market.

Shanghai Personnel Bureau announced that those who obtain BULATS level 2 will be offered additional points when applying for Shanghai residency. The Shanghai local government agreed to adjust the requirement of a BULATS level for civil servants appropriately to reinforce the effort of improving the English ability of local civil servants. Meanwhile, it was announced that the first BULATS individual test open to public would be held on 12 June.
