Chongqing Education Commission identified three main areas to increase their capacity and that of local schools in the design and implementation of vocational curriculum in tourism, electronics and IT. Improving design of curriculum in these areas will enable Chongqing Education Commission to keep up with the development of industries and meet the need of market demand especially after China's entry into the WTO.
In March 2002, UK consultants visited Chongqing to help identify areas for development and collaboration. Following this, a Chongqing vocational education delegation consisting of government officials and vocational school principles visited the UK on a study tour in December 2002.
