Classroom Language Project

1.Project aim

To improve the English level, especially English needed in the classroom, of “rural” and “transfer” teachers and so make them more effective and confident communicative teachers of English.

To have a sustainable effect and to reach larger numbers of teachers this project will not train rural and transfer teachers directly. Instead we will train Trainers of Teachers (ToTs), who already have excellent levels of English, in the skills of how to improve the classroom English level of teachers with lower levels of English.

At the beginning of this project, these ToTs will be based in tier one and tier two cities in China and then go into rural and less well developed areas of these cities to train “rural” and “transfer” teachers in classroom English.

A “transfer” teacher is one whose first teaching subject is not English. Such teachers have become quite commonplace in the countryside in China since the New Curriculum in 2001 demanded that English be compulsory in Primary Schools across the country. Typically a transfer teacher maybe a teacher if another subject, say Chemistry, who has been asked to teach English because there is no-one else available in that school or district to do so.

2.Target audience of the project

Key primary and junior secondary English teachers in state schools with a very high level of English.

3.Consultancy work

The British Council requires one native English speaking consultant and one Chinese speaking consultant to work together to analyse the materials we have for this project, select the best parts and localise the materials as necessary to fit the Chinese context. This will include translation of some parts of the materials.

The time allotted for this consultancy will be 10 days. However, the work does not have to be done over 10 full consecutive days. The consultants are free to arrange their time as they see fit. Note however that, the consultancy must be complete within a minimum of 10 days and a maximum of 30 days.


4.Terms of engagement

In consideration of the services outlined as above, British Council will provide each consultant with the following:

  • Consultancy fee of £200 per day per consultant. (A total of  £2000 per consultant)

5.Eligibility for application

The UK consultants will have

  • A Masters or diploma in TEFL from a UK institution
  • Experience and proof of EFL materials development
  • At least five years of recent EFL teacher/trainer training experience.
  • Experience of teacher training in China

The China consultants will have

  • A Masters or diploma in TEFL
  • Experience and proof of EFL materials development
  • At least five years of recent EFL teacher/trainer training experience.
  • Experience of teacher training in China

6.Bidding format

  • a cover letter/email stating why you want to do this consultancy work and why you think you are qualified to do it.
  • an updated CV, giving brief information on ELT qualifications, number of years in ELT, number of years as a teacher/trainer trainer, material development work done, experience of working on British Council projects, experience in China.
  • NB. Consultants may apply individually; they do not have to apply as a pair.

8.Final decision

A final decision will be taken by the British Council. It should be noted that the British Council, as the project manager, reserves the right to negotiate amendments to the tendering process.
