Patrick Horgan has been Counsellor (Education) with the British Embassy in Beijing and Director of Programmes for the British Council in China since November 2009. Patrick Horgan has a background spanning business, diplomacy and cultural relations, combined with deep Asia/China experience. Mr. Horgan was formerly Managing Director of APCO Worldwide in China, then subsequently Managing Director for EMEA-Asia Business (also with APCO), based in Brussels, serving as a link between APCO’s Europe and Asia operations. Mr. Horgan joined APCO after working at Jardine Matheson in Hong Kong from 1994-1998. Prior to that, he gained wide-ranging experience in various locations in the Greater China region, for international, local and joint venture companies. Mr. Horgan served as Chairman of the British Chamber of Commerce in China from 2004 to 2006, and chaired the European Chamber’s IT/Telecom Working Group. He is a member of the China Advisory Council to the EU, and was awarded an OBE (Order of the British Empire) by Queen Elizabeth II for services to the business community in China in 2007. Mr. Horgan is a graduate of Oxford University, and a Mandarin speaker. |
