Legislative framework for Bulgarian libraries

In the framework of the project together with our partners from Ministry of Culture and Union of Library and Information Officers we aimed at raising awareness of the necessity of amendments to the administrative and legislative provisions regarding Bulgarian libraries among policy makers, senior ministerial officials and parliamentary cultural committee.

We formed a core working group including representatives of policy makers, ministerial officials and senior library professionals that will work with UK specialists on the issues of administrative provision and legislative framework for Bulgarian libraries. The core group raised awareness for the existing problems and prepared suggestions for amendments to the administrative and legislative provisions using UK expertise.

The following results were achieved during the implementation of the project:

Research into the UK experience in the area of legislative regulations concerning libraries and library and information services
Analysis of the current laws and legislation concerning libraries and the library and information activities. Expert evaluation by a leading UK specialist in the area.
Development of a Programme for the types of legislative documents necessary for regulating libraries and library and information activities in Bulgaria.
Discussion of the Programme with representatives of the wider library society, the Ministry of Culture, the Culture Commission to the Parliament, the Association of Bulgaria Publishers and other concerned ministries and organisations.
Development of a Bill, Standards for all types of libraries, amendment of texts to existing laws in accordance with the Programme adopted.
Submission of the Bill and standards to the Minister of Culture. At the beginning of 2009 the draft bill was included in the legislative programme of the Council of Ministers.
Delivery of Management Skills training for Senior Library Managers to respond to the high requirements set in the Bill
