Together with our partners from Ministry of Culture and Union of Library and Information Officers we are aiming at raising awareness of the necessity of amendments to the administrative and legislative provisions regarding Bulgarian libraries among policy makers, senior ministerial officials and parliamentary cultural committee.
We have built a core working group including representatives of policy makers, ministerial officials and senior library professionals that will work with UK specialists on the issues of administrative provision and legislative framework for Bulgarian libraries. The core group will raise awareness for the existing problems and prepare suggestions for amendments to the administrative and legislative provisions using UK expertise.
The project would be implemented in two years:
- Research into the UK experience in the area of legislative regulations concerning libraries and library and information services
- Analysing the current laws and legislation concerning libraries and the library and information activities. Expert evaluation by a leading UK specialist in the area.
- Developing a Programme for the types of legislative documents necessary for regulating libraries and library and information activities in Bulgaria.
- Discussion of the Programme with representatives of the wider library society, the Ministry of Culture, the Culture Commission to the Parliament, the Association of Bulgaria Publishers and other concerned ministries and organisations.
- Steering groups to developing a Bill, Standards for all types of libraries, amending texts to existing laws in accordance with the Programme adopted.
- Submitting the Bill and standards to the Minister of Culture.
- To organise management Skills training for Senior Library Managers to respond to the high requirements set in the Bill
