ProAccession project – progress towards EU and NATO

In 2011/12 ProAccession project continued with a set of training specifically designed to assist civil servants of Ministry of Defence and Ministry of Security BiH involved in EU and NATO accession negotiations.

On 12 April 2012 we marked the end of the second year of the project during the certificates award ceremony held for project participants and trained trainers. Deputy Head of Mission in Bosnia and Herzegovina Ms Jo Lomas, secretary of Ministry of Security Mr Bakir Dautbašić and Assistant Minister for Personnel Mr Sead Muratović addressed the participants, trained trainers and awarded them with certificates.

In her address, DHM pointed out the importance of continuous skills development of civil servants within the BiH institutions as a precondition for successful membership of BiH to EU and NATO:

The UK believes that Bosnia’s rightful place is a member of EU and NATO. Membership of those organizations will best guarantee a secure, stable and prosperous future for this country.

In funding this sort of training the British Government hopes to equip you to make the most of the negotiations and help ensure the smoothest progress towards BiH’s accession.

During the two years of ProAccession project 140 officials from both institutions have been trained in range of skills such as presentations, negotiations, formal correspondence, lobbying and influencing skills etc. As project participants report, development in the mentioned skills has improved their overall work performance:

I have a check list now to consider before sending formal correspondence, so that it is better structured and contain all necessary information. Now, I write more easily and faster, reports one of the participants from Ministry of Security BiH.

Self Study Toolkit

During the certificate awarding event, we also promoted and distributed around 300 booklets and DVD toolkits produced during the second year of the project. All materials used during the training are compiled and put on the DVD to be used by the participants and trainers for their reference and independent learning.

Train the Trainer

The project resulted with 10 trained trainers from both institutions who will take on training locally in a range of skills in English. The monitoring and trainer development will continue in April – June 2012. Follow our web site to find out more information on trainer engagement.

Leadership and Management Skills for Successful Negotiations

DHM Jo Lomas announced that the project will continue in 2012/13. The planned activities are:

  1. Leadership and Communication Development programme for key officials from Ministry of Defence BiH and Ministry of Security BiH (including the agencies) – April 2012
  2. Monitoring and Development of Trained Trainers – April – June 2012

From September 2012 to March 2013 we plan to deliver following courses for around 80 officials:

  1. Leadership Skills for EU and NATO integration
  2. Project Management Skills within EU and NATO context
  3. Project Monitoring and Evaluation Skills within EU and NATO context
