We are aiming to help Bosnia and Herzegovina move closer to Euro-Atlantic integration. Since September 2004 we have been working with state-level institutions to enhance the English language skills of civil servants and employees of state-level institutions. This serves as an initial step towards ensuring that state level institutions in Bosnia and Herzegovina have a cadre of personnel able to use English in the negotiation processes for EU integration as well as in other daily activities which require English language skills.
Blended Learning is an interactive way of language learning which incorporates information technology with classroom study and guided independent learning. The blend consists of

The classes focus on communication in English and are run by qualified English language teachers. Classes incorporate pair and group activities in which the learners are encouraged to speak English in every day situations relevant to their needs.
During the computer-based study learners use a commercial computer software which includes audio-visual presentation of language, interaction with the learner and language practice exercises. The computer-based study is used for language exposure, listening comprehension and language practice.
Blended Learning courses are most useful for the employees of state-level institutions with little or no English knowledge at all (beginner, elementary and pre-intermediate levels) and for whom it is important to start communicating in English as soon as possible. Though training for learners with an existing base of English language (intermediate levels and higher) can be tailored, teachers, trainers and training materials for such courses need additional preparation depending on the type of needs of learner groups.
Learning is most effective when the learner is able to study intensively away from their working environment. It is then the best results are achieved and progress is made. The intensive courses usually last between four and eight weeks.
For specific groups of learners who cannot spare to be away from their work commitments we are able to create flexible non-intensive courses to complement their work-day. This type of learning may include learning before, during or after working hours, depending on demand, centre location and teacher availability.
Within this project we have been involved in development and implementation of capacity building programmes for key employees of the Ministries of Defence, Security, Civil and Foreign Affairs, the Directorate for EU Integration, State Court, the Presidency and the Central Election Commission of BiH. Blended Learning project partners include UK Foreign Commonwealth Office, UK Ministry of Security, NATO Brussels, the Danish School of Public Administration, European Commission, OSCE and Danish Emergency Management Agency.
