British Council Romania
Regulations fall into 3 categories:
- Diplomatic Offices (such as British Council organised tours)
- Projects organised collaboratively between artists/institutions in the UK and Romanian state/government institutions fall under another category.
- Personal or private/NGO/charity-type gallery arrangements
These are also subject to change fairly often. Artists should check with local organisers/promoters for up-to-date details as per their different initiatives.
Visas Although no visa is required to enter Romania for UK citizens, if you intend to take up temporary residence in Romania (eg work contract, business, teaching, press activities, church or humanitarian aid projects etc) you must register at the nearest Romanian Passport Office within 15 days of your arrival in the country. The Passport Office will register your status and issue a residency permit, valid for a maximum of one year. This can be extended at the end of this period.
Freight All goods to enter Romania (exhibition materials, theatre props, audio-visual equipment) need proper export documentation and are to be handled by specialised institutions/agents. If done in advance by DHL for instance, a copy of the AWB is to be provided by fax ASAP in order to insure import documents arrive in good time.
Tax If residency fees apply, it depends on where the money comes from. If the fees are paid in the UK, the UK organisation will settle the taxes. Artists paid from the Romanian end need to settle their taxes themselves in compliance with UK regulations. Contractual terms should be explicit on this topic at their specific request.
Carnets Tours need carnets/ATA itineraries.
Work permits Temporary exhibiting does not require work permits, but artists should check terms.
