Tax
The UK and the Netherlands have a dual tax agreement to avoid temporary employees paying employment tax twice. This means usual practice is to declare your income for tax purposes in the country where you are registered for tax.

Carnets
No carnet is required for travel within the EEC region but it is of course standard practice to carry a detailed contents itinerary of any freight as customs declaration of value.
