Peacekeeping English Project

The Ethiopian PEP project was established in February 2008 and is based at the Peacekeeping Centre of the Ethiopian Ministry of National Defence (EMOND) in Addis Ababa. The project’s aims are:
To raise the language levels of Ethiopian defence force personnel so that they can effectively participate in United Nations and African Union Peace Support Missions that use English as their working language.
To establish a long term sustainable English language training system in conjunction with the Peacekeeping centre at its language centres throughout the country.
To develop the English language training system based on specialised syllabi, self-access study facilities, a purpose designed testing system and a range of teacher training opportunities.

To date PEP has worked closely with EMOND to: 
Establish seven language centres, each with its own fully-resourced self-access centre to promote autonomous learning.
Recruit nearly 40 civilian Ethiopian teachers of English who as employees of EMOND work in these centres.
Introduce a Military English syllabus that combines specialised and general English to ensure that trainees are fully prepared for their English language needs when serving on a peace support operation.
Introduce a skills based proficiency test at three levels which meets international standards.
Train approximately 400 officers a year.
Provide a wide range of training opportunities for teachers, both specifically for teaching the military and the generic Cambridge University course, the Certificate of English Teaching to Adults (CELTA).

The project is funded by the United Kingdom government’s Africa Conflict Prevention Pool, which is administered jointly by the UK’s Ministry of Defence, Foreign and Commonwealth Office and Department for International Development. PEP is managed by the British Council within Ethiopia. It has a joint EMOND / UK steering group made up of they key stakeholders.
