Title: Vietnam’s English Teacher Competencies Framework: Policies, Context, Basis and Design

Abstract:
In 2008, the Socialist Republic of Vietnam issued a government decision to “renovate” foreign language teaching and learning throughout the country. The National Foreign Language 2020 Project (NFL2020) was created to implement this renovation. One of the first initiatives of the NFL2020 was to draft foreign language teacher competency standards in order to define what teachers need to know and be able to do. Collaboration to draft the competency standards began in 2009. The process involved Vietnamese policymakers, teachers of English and teacher educators, along with US and British Council consultants. After several drafts and multiple reviews, Vietnam’s English Teacher Competencies Framework (ETCF) was officially approved in December 2012. This presentation begins with a description of Vietnam’s the English teaching and language policy context that led to the creation of Vietnam’s first subject-specific teacher competencies. It continues with a discussion of the teacher education research and standards literature that informed the design of the ETCF. The presentation concludes with an overview of the structure of the framework, and provides time for questions.

Biodata:
Dr. Diana Dudzik is Senior Fellow with US Department of State’s English Language Fellow Program, and is a consultant to Vietnam’s National Foreign Language 2020 Project. She has a PhD from the University of Minnesota. Diana has been a teacher educator and ESL teacher in the US and Vietnam, and has conducted educational research in East Africa. She is the lead author of the Vietnam English Teacher Competency Framework.

Dr. Nguyen Ngoc Hung is Executive Manager of Vietnam’s National Foreign Language 2020 Project. He has an MA from Canberra University, and honorary doctorate from Laguna University, Philippines. Previously, Dr. Hung served as Vice Director of International Cooperation for Vietnam’s Ministry of Education and Training, and before that, he was the Director of Studies and an English teacher at Hanoi University. Dr. Hung is among the first generations of English teachers in Vietnam.
